When Mac Taylor gets back from London, he gets a call about blood on the Statue of Liberty. Two security guards have been murdered. A landlord kills to get the detectives' attention to bring in the killer responsible for the murder of a woman he loved a year prior who lived in his building. Stella recognizes the crime scene from the murder while visiting a victims apartment. Witnesses weren't coming forward with information of the year old crime because the killer threatened them since his face was seen and licence plates recorded. Angry that no one did anything to help solve the case of the woman, the landlord was torturing these witnesses for information on the killer then later killing them and passing on the facts to the detectives. He then gets a visit from Stella who told him she has a suspect in custody, who turns out to be the original killer. While playing with the piano of the murdered woman during this visit she hits a dead A key and realizes that the chord found at one of the crime scenes was the same. Knowing she was in the same room with a killer she chases him down after he takes off and shoots him in the leg after he yells "Can you hear me now?" to which she replies "Loud and clear!"
